Once passed, it will replace the Delhi (Right of Citizen to Time Bound Delivery of Services) Act, 2011, which laid the groundwork for similar time-bound service frameworks. Similarly, a one-time fine of up to ₹5,000 can be levied for rejections without valid reasons. Before penalties are applied, the involved officers will have the opportunity to present their case, ensuring fairness in the enforcement process.

The act also mandates full digitization of the service pipeline, from application to resolution. This includes the creation of digital records for all transactions, allowing for easier tracking and audit trails. By reducing reliance on paper-based systems, the government aims to cut down procedural delays and improve overall efficiency.
