The incident was particularly notable because Bhupesh Baghel, the Congress general secretary responsible for Punjab affairs, was present at the venue during the confrontation.

Avtar Henry, who serves as chairman of the party’s disciplinary committee, emphasized that such public displays of dissent cannot be tolerated within the organizational framework. According to Henry, Jalalpur had been consistently involved in activities that ran counter to party interests and failed to provide satisfactory explanations for his critical remarks aimed at senior leadership figures.

The formal proceedings began on July 6 when the committee issued a notice requesting Jalalpur to clarify statements he had made to media representatives regarding KC Venugopal and Baghel. By July 9, Henry had communicated in writing that although a three-day period was granted for response, the explanation provided was deemed inadequate. This led to the suspension of Jalalpur’s primary party membership.

Party officials deliberately kept the suspension confidential for approximately twenty-one days. This strategic decision allowed time for potential reconciliation and prevented unnecessary polarization while Baghel was conducting his official visit to Punjab. However, once Jalalpur’s supporters publicly challenged Warring during the Patiala programme, the leadership determined that announcing the expulsion order would demonstrate organizational firmness.

Root Causes of the Political Dispute

The underlying tensions trace back to a meeting held on July 3 at the residence of Charanjit Singh Channi, the former Punjab chief minister. During this gathering, Jalalpur voiced concerns that Venugopal and Baghel had overlooked the sentiments of party workers by retaining Warring as the state unit chief.

He additionally expressed doubts about the party’s electoral prospects under Warring’s leadership and warned that ignoring grassroots concerns could lead to even more substantial defeats than those experienced in the 2022 assembly elections.

“I simply shared my honest feelings after Warring received reappointment as the state unit president,” Jalalpur explained, insisting that his comments did not constitute criticism of senior leaders including Venugopal and Baghel.

Channi’s Public Endorsement of Jalalpur

Charanjit Singh Channi, accompanied by Bharat Bhushan Ashu and other party functionaries, visited Jalalpur’s residence on Saturday to publicly demonstrate his support. Channi raised questions about the jurisdictional authority of the PCC disciplinary committee chairman, arguing that neither expulsion nor suspension of AICC or PPCC members falls within his purview according to established party regulations.

Channi stressed that these party members represented valuable contributors who deserved encouragement, having demonstrated loyalty through difficult periods within the organization.

Both Baghel and Warring subsequently reaffirmed their positions, stating that any member found violating organizational protocols or undermining leadership authority would face appropriate consequences.
