Modi’s Uncommon Video Address Responds to CJP Demonstration

The message acknowledged the magnitude of the examination paper leak crisis and outlined new government initiatives, including the establishment of expedited courts and enhanced penalties for those responsible.

Student Leader Concludes Fast

Following the Prime Minister’s assurance, climate activist Sonam Wangchuk decided to terminate his hunger strike. The decision came after discussions with Union ministers JP Nadda and Jitendra Singh at Medanta Hospital. Having participated in the CJP movement since June 28, Wangchuk had been fasting to strengthen demands for governmental accountability regarding examination irregularities and to secure Education Minister Dharmendra Pradhan’s resignation.

Modi’s Message to Students and Families

In his evening address, the Prime Minister recognized the seriousness of the situation. He stated:

“Friends, I know that paper leak is not a minor issue. It has caused immense pain to lakhs of students and their parents.”

While PM Modi regularly communicates with citizens, standalone video responses to active protest movements remain uncommon, making this particular message noteworthy.

Government Actions and Future Plans

The Prime Minister highlighted measures implemented over the previous two-and-a-half months to address those responsible for the leaks:

“Therefore, over the last two-and-a-half months, many concrete steps have been taken. The culprits have been arrested and they are in jail.”

Ensuring students would not lose an academic year emerged as the government’s primary objective:

“Our most important responsibility was to ensure that students did not lose one academic year. Conducting the examinations at the earliest was therefore essential.”

Modi noted that the government mobilized all resources to complete examinations for approximately 22 lakh students within the shortest timeframe possible:

“The government used its full strength to ensure that examinations for around 22 lakh students were conducted in the minimum possible time.”

Results and Legislative Measures

Regarding the outcome of examinations, the Prime Minister observed that the process had largely finished:

“Just five or six days ago, on the 19th, the results were also declared. Reports of successful students celebrating are coming in from across the country… But we are not among those who would be satisfied with just that,” he said.

Modi announced that he had instructed relevant departments to develop a legal framework encompassing fast-track courts and harsher penalties:

“That is why I directed the departments today to prepare provisions for fast-track courts. The departments worked continuously and by late night submitted to me a draft providing for fast-track courts and stringent punishment.”

The draft legislation will undergo Cabinet discussion before parliamentary introduction:

“The draft will be discussed in the Cabinet tomorrow. After incorporating the suggestions of Cabinet colleagues, it will be given its final shape.”

With Parliament’s second week beginning on Monday, the government aims to expedite the bill’s passage:

“The second week of Parliament begins on Monday, and we will make every effort to get this Bill passed by the House at the earliest.”

Origin of the Cockroach Janta Party

The ‘Cockroach Janta Party’ achieved overnight prominence in May following comments attributed to Chief Justice of India Surya Kant. During a court hearing, the CJI reportedly compared certain unemployed youth and social media activists to “cockroaches” and “parasites.”

Instead of viewing these remarks as an insult, many young people embraced them as a badge of honor. Abhijeet Dipke, a Boston University graduate, established the movement’s website and social media presence the day after the CJI’s May 15 comments. The CJP’s Instagram page quickly accumulated millions of followers, exceeding the 8.8 million followers of Prime Minister Modi’s Bharatiya Janata Party (BJP).

Originally conceived as a satirical response, the movement evolved into a genuine youth campaign. Dipke returned to India and organized demonstrations across multiple cities. On June 20, the final day of these demonstrations, he announced a sit-in at Jantar Mantar, declaring that the protest would conclude only upon Education Minister Dharmendra Pradhan’s resignation.

The demonstration gained further momentum over the past weekend following Sonam Wangchuk’s participation.
