1 237 58 crore PM SETU – The Central government has approved a landmark investment of ₹1,237.58 crore under the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) initiative, expanding its modernisation plan across Odisha, Gujarat, and Telangana. This funding is aimed at upgrading 200 Industrial Training Institute (ITI) clusters nationwide, with the three states selected as key pilot regions. The decision was announced following the 4th National Steering Committee meeting, where officials from the Ministry of Skill Development and Entrepreneurship (MSDE), industry leaders, and state representatives deliberated on the project’s strategic implementation.

PM-SETU is designed to transform India’s vocational training landscape by integrating modern infrastructure, updated curriculum, and industry collaboration. The initiative addresses critical gaps in technical education, ensuring that ITIs align with current market demands and foster employability. With a focus on practical skills and cutting-edge facilities, the program aims to create a robust skilled workforce capable of meeting the evolving needs of industries. The approved funding will cover upgrades such as modern labs, state-of-the-art equipment, and training modules tailored to emerging sectors like manufacturing, IT, and renewable energy.

Odisha: Centralised Training Hub in Barbil

Odisha’s ITI modernisation efforts will be anchored at Government ITI Barbil, serving as the central hub for the state’s cluster. Additional support will be provided to Government ITIs in Anandapur, Koira, Karanjia, and Barkote, ensuring a cohesive and scalable approach to skill development. The ₹240.21 crore allocated for this cluster will facilitate infrastructure improvements, training program diversification, and partnerships with industry stakeholders. Jindal Naveen Avasar Limited has been designated as the Anchor Industry Partner, contributing expertise to align training with regional economic priorities.

Gujarat: Surat as the Core of Modernisation

In Gujarat, the modernisation plan will be spearheaded by Government ITI Surat, with surrounding institutes in Hajira, Bardoli, Sachin, and Surat (Mahila) forming part of the cluster. The state’s ₹240.18 crore investment will enable the integration of advanced technologies and industry-standard practices into training. ArcelorMittal Nippon Steel India, as the Anchor Partner, will play a pivotal role in ensuring that the curriculum reflects the demands of Gujarat’s manufacturing and infrastructure sectors. This collaboration is expected to enhance employability and bridge the gap between education and industry needs.

Telangana: Three Regional Hubs for Diversified Training

Telangana’s PM-SETU initiative includes three distinct clusters, each with its own regional hub. The first cluster, based at Government ITI Old City, will also involve Government ITIs in Warangal, Nalgonda Boys, Vikarabad Girls, and Panjaguda. The second cluster, centred on Government ITI Patancheru, encompasses institutes in Shadnagar, Marpally, Nalgonda (New), and Bhongir. The third cluster will be managed from Government ITI Sangareddy, including ITIs at Hathnoora, Medak, Dubbaka, and Yellareddy. The total investment spans ₹241.01 crore and ₹275.24 crore across these clusters, with Apollo MedSkills Limited, Sri Siddharth Infratech, and Neuland Foundation as Anchor Partners.

The modernisation of ITIs under PM-SETU is a strategic move to elevate India’s technical education standards. By upgrading infrastructure and training methodologies, the program seeks to address the growing demand for skilled labor in both urban and rural sectors. The initiative also emphasizes the importance of public-private partnerships, with Anchor Industry Partners playing a key role in shaping curriculum and providing hands-on training opportunities. Implementation of the PM-SETU program will begin shortly, with a phased rollout across the selected ITI clusters.
