Microsoft’s Browser Strategies Under Fire for Limiting User Choice

While Microsoft tries to position itself as a leader in artificial intelligence (AI) innovation, its approach to browser selection has drawn attention for being manipulative and restrictive. The Browser Choice Alliance and Mozilla Research have once again raised concerns about how Microsoft creates an appearance of browser choice on millions of Windows devices, potentially steering users toward its own product.

Over The Edge 2.0 Report Highlights Design Tactics

Mozilla Research recently published the Over The Edge 2.0 report, which examines Microsoft’s design strategies that hinder open browser competition. The study, compiled by researchers Dr. Harry Brignull and Cennydd Bowles, reveals that Microsoft employs subtle yet effective techniques to nudge users toward Edge. These tactics make it challenging for individuals to install, configure, or continue using browsers other than Edge, even on devices running Windows.

“Microsoft continues to steer users toward Edge across Windows, Bing, and Copilot through deceptive practices that limit their ability to choose and use alternative browsers,” the report concludes.

Global Scale of the Issue

The Browser Choice Alliance emphasizes the widespread nature of this problem, citing estimates of 1.4 billion active Windows devices worldwide. Although Microsoft hasn’t disclosed exact figures, CEO Satya Nadella noted in January that “Windows reached a big milestone, 1 billion Windows 11 users.” This underscores the vast reach of the Windows ecosystem, where Microsoft’s influence over browser selection is particularly pronounced.

“We urge Microsoft to stop using its platform to favor Edge, ensuring users can freely choose browsers without interference,” a BCA representative stated. The alliance argues that these practices undermine web freedom and distort market competition.

Market Share Trends and Persistent Tactics

Statcounter’s latest browser market share data reveals that Google Chrome remains dominant, holding 69.65% of the market as of June. Safari trails at 15.31%, while Microsoft Edge occupies 5.21%. Despite this, Microsoft’s strategies on Windows PCs continue to push its browser, even as Chrome’s dominance grows. Tactics include embedding banners in Chrome to encourage switching to Edge, Windows Search and Widgets prioritizing Edge over user-selected defaults, and Windows Backup losing browser preferences during upgrades from Windows 10 to 11.

Teams and Outlook apps also fail to respect users’ default browser choices, opening links in Edge by default. These actions, according to the report, create an environment where competition is unfairly tilted in Microsoft’s favor.

EU Regulation Offers Some Relief

Researchers note that the situation is slightly more favorable in the European Economic Area, where the Digital Markets Act (DMA) restricts Microsoft’s dominance as a gatekeeper for the Windows operating system. The DMA’s regulations have fostered a “fairer user experience” in regions like the UK and Germany, where browser choice is less manipulated compared to other parts of the world.

“The DMA’s oversight ensures Microsoft cannot wield unchecked power over browser selection, providing a clearer path for competition,” the researchers observed. This regulatory framework contrasts with Microsoft’s practices in markets outside the EU, where such restrictions are less enforced.

Call for Transparent Browser Practices

“Microsoft’s tactics create an illusion of choice, making it difficult for users to make informed decisions,” said the BCA spokesperson. The alliance’s letter to Nadella last month reiterated this demand, urging the company to prioritize user autonomy and let browsers compete on merit rather than through coercion.

“The principle of free choice is central to a digital marketplace where users control their online experience,” the letter emphasized. This sentiment aligns with the findings of the Over The Edge 2.0 report, which consistently highlights Microsoft’s methods across multiple regions and platforms.
