Legal Challenge Sparks Administrative Adjustment
Now P kula residents to get notices – Residents of Panchkula have filed a petition with the Punjab and Haryana High Court challenging the ongoing anti-encroachment drive. In response, the Haryana Shehri Vikas Pradhikaran (HSVP) announced it would issue prior notices to those occupying encroached land before proceeding with any demolition or eviction.
“Notices will be served to all occupants prior to any action being taken to clear the encroached areas,” stated Balraj Kumar, HSVP sub-divisional officer.
Previously, the court had directed authorities to provide advance notice and allow individuals to remove encroachments independently before enforcement. However, this directive was reportedly overlooked, prompting residents to seek legal redress.
Timeline of the Anti-Encroachment Campaign
The campaign began on June 1 and is set to continue through July 10, targeting multiple urban sectors across Panchkula. Key phases include:
• Sectors 8, 9, 10, and 11 (June 1–5)
• Sectors 23, 25, 26, 27, 28, and 31 (June 8–12)
• Sectors 12, 12A, 15, 16, and 17 (June 15–19)
• Sectors 2, 4, 6, and 7 (June 22–26)
• Sectors 19, 20, and 21 (June 30–July 3)
• Mansa Devi Complex sectors (July 6–10)
Legal Proceedings and Pending Responses
The High Court has included HSVP chief administrator Dr. Chander Shekhar Khare and estate officer Surinder Lather as parties in the case. A hearing was postponed to June 12, with the bench of Justice Mandeep Pannu requiring the presence of a senior HSVP official and a representative from the district town planner’s office.
The government has yet to provide a formal reply to the residents’ petition, which highlights concerns about the implementation of the court’s directive. While many citizens have supported the initiative, a small group has raised objections, according to the HSVP officer.
