Bihar governor issues strict guidelines to VCs – The Bihar government has introduced stringent directives for vice chancellors of state universities, outlining a specific timeline for the transfer of teaching staff. These rules aim to promote consistency and prevent disruptions in academic operations.

Additional Chief Secretary Dipak Kumar Singh emphasized that random reassignments of faculty during the academic year can lead to operational setbacks, legal challenges, and compromised educational quality. The guidelines stress the importance of maintaining a structured approach to transfers.
“Arbitrary moves of teaching personnel often disrupt learning, create administrative hurdles, and spark unnecessary legal disputes,” Singh noted in the directive.
Annual Transfer Window
According to the new framework, faculty transfers should be conducted annually, ideally in June when the summer break begins. This sets a defined period for such changes, distinguishing them from ongoing, routine adjustments.
Transfers outside this window are restricted unless approved by higher authorities. The order must align with the Bihar State Universities Act, 1976, and other relevant regulations.
Criteria for Justified Transfers
Transfers beyond the annual cycle require prior approval from the Chancellor’s Secretariat, supported by a thorough explanation of the necessity. Exceptions are limited to cases of extreme urgency or compelling circumstances.
“Transfers outside standard parameters should only occur for exceptional compassionate reasons and require Chancellor-level endorsement,” the guidelines clarify.
Protecting Academic Integrity
Universities are urged to ensure that staff movements do not negatively impact teaching schedules, student-teacher ratios, or institutional accreditation. Both the sending and receiving institutions must maintain their academic standards during transitions.
