Bharatmorningnews.com – The National Testing Agency has begun inviting Expressions of Interest from qualified subject specialists who may be empanelled for confidential academic assignments connected with major entrance examinations such as JEE, NEET and CUET.
The proposed panel is intended to support the development and quality review of examination material used across important admissions tests. Eligible professionals can apply for work involving question creation, scrutiny of questions, translations, multilingual consistency checks, moderation, answer-key validation, syllabus mapping and related academic responsibilities.
These assignments form a central part of the examination process because entrance tests must assess candidates fairly across subjects, levels and languages. The agency has asked applicants to seek empanelment only in fields where they have recognised knowledge along with sufficient academic or professional experience.
Application deadline extended
The deadline for submitting an Expression of Interest has been extended to October 9, 2026. Applicants must follow the eligibility conditions and application procedure prescribed by the National Testing Agency.
The exercise covers experts who can contribute at different stages of test preparation. In addition to drafting questions, empanelled specialists may be asked to examine whether items are accurate, suitably pitched for the intended examination level and aligned with the relevant curriculum. They may also help ensure that answers and explanations used in assessment processes are reliable.
Translation work is another significant area covered by the invitation. For examinations offered in more than one language, experts may be involved in checking whether translated questions retain the same meaning, level of difficulty and academic intent as the original version. Academic requirements for applicants
Applicants in general subject areas should hold a master’s degree, or an equivalent qualification, in the relevant discipline from a recognised university or another institution of repute. The minimum required score is 60%, or an equivalent CGPA.
The threshold is 55%, or an equivalent CGPA, for applicants from the SC, ST, OBC-NCL, EWS and PwBD categories. For professional disciplines including Engineering, Medicine, Law and Pharmacy, an equivalent professional qualification will be accepted.
A Ph.D. in the relevant field or a closely related discipline will be preferred. For subjects taught at the school level, a postgraduate degree combined with substantial teaching experience can meet the stated expectations.
The eligibility framework reflects the range of work involved in preparing assessment material. Question-paper setting requires strong command over a subject, while vetting and moderation demand the ability to identify unclear wording, factual errors, uneven difficulty or questions that do not fit the expected syllabus. Specialists with classroom, research or professional experience can bring different forms of expertise to that process.
Four stages before empanelment
The agency has outlined a four-stage process for selecting experts. The first stage is documentary and eligibility verification. During this phase, applications will be checked for completeness, and qualifications, experience and supporting records will be assessed against the required standards.
Applicants who fail to meet the minimum criteria, or who do not complete the required integrity declarations, will not move forward in the process.
Those clearing the initial review will enter the second stage, subject-matter evaluation. Their applications will be considered on domain-specific factors that may include academic standing, research work, previous experience in setting question papers and the depth of their expertise. Subject Expert Committees formed by the National Testing Agency will conduct this assessment.
The third stage involves background and integrity checks for shortlisted candidates. These checks may cover academic qualifications, employment history, integrity declarations and conflict-of-interest disclosures. The agency may also carry out other verification measures it considers necessary.
This part of the process is especially relevant to confidential examination work. Individuals involved in setting, reviewing or validating test material are expected to maintain high standards of professional conduct and protect the integrity of sensitive academic information.
Three-year empanelment period
Applicants selected after the review process will receive written notification of their empanelment. The communication will specify the subject domain or domains, the level of work and the types of assignments for which an expert has been included.
Empanelment will remain valid for three years from the date it is granted, provided the expert’s performance remains satisfactory and integrity standards continue to be met. The arrangement may be ended before the three-year period if there is a breach of any term or other reasonable grounds, with appropriate notice.
Being empanelled does not simply concern preparing individual questions. The wider work may include matching content to prescribed learning areas, reviewing papers before use, confirming answer keys and supporting language parity across versions of an examination. Each of these functions can affect how consistently an entrance test is administered.
