In February, he established a partnership with a Buxar-based enterprise established by IIT graduate Sanjeet Rai to support this endeavor.
The initiative has achieved remarkable results. District headquarters have accumulated roughly 11,000 kilograms of disposable plastic, with approximately 4,500 kilograms converted into nearly 100 complete sets of benches and desks.

Attempts to reach Sitamarhi district magistrate Richie Pandey and DDC Sweta Bharti were unsuccessful despite numerous calls and messages. A senior LSBA official, who requested anonymity, suggested that plastic management has not yet become a primary concern for local authorities, who remain occupied with routine administrative duties.
“As the PM has referred to the waste to wealth project, I hope that the concerned officers would pay attention to it,” said a senior deputy collector rank officer.
According to project personnel, each set of benches and desks requires approximately 40 kilograms of plastic materials, including polythene bags, packaging wrappers, and bottles. The comprehensive vision extends beyond furniture production to include manufacturing paver blocks and water storage tanks for rural communities.
“The broader idea was to diversify the use of single-use plastic by producing other usable items such as paver blocks and water tanks for villages. This approach not only aims to mitigate the harmful effects of plastic waste on human health and the environment but also helps save government expenditure on rural infrastructure,” he said.

During the Mann Ki Baat episode aired on July 26, the Prime Minister commended Sitamarhi’s administration for their dedication to reducing, recycling, and reusing disposable plastics. He described the program as a model worthy of adoption across India. A video segment highlighting the plastic-converted furniture was included in the broadcast.
“A wonderful example of ‘waste to wealth’ has emerged in Sitamarhi. Here, waste is being recycled to create attractive benches. Approximately 40 kg of single-use plastic is used to make one bench. These benches are strong, durable, comfortable and eco-friendly. They are installed in government schools, parks and public spaces. This is also raising awareness about environmental conservation,” he said.
A Track Record of Innovation
Local officials noted that Kumar’s contributions extend beyond waste management. His earlier “Darpan” initiative, implemented while serving as sub-divisional magistrate in Mahua, successfully boosted student enrollment in government educational institutions. The program continues to operate with minimal dropout rates in the affected blocks.
