NIPUN 2 0 - Acquiring fundamental literacy and numeracy (FLN) abilities is essential for long-term academic success. Children who fail to grasp these basics in their formative years often struggle to bridge the gap in later stages of education. Core competencies such as reading comprehension, verbal communication, and foundational math skills form the bedrock of future learning opportunities.

Five years ago, India initiated a national campaign to tackle a pressing educational challenge: ensuring that all students master FLN by the conclusion of Grade 3. The National Education Policy (NEP) 2020 underscores the primacy of these skills, positioning them as the linchpin for the entire educational framework. Without solid foundations, the rest of the policy's initiatives risk falling short of their goals.

NIPUN Bharat Mission has effectively shifted the focus of national education efforts toward foundational learning, prompting systemic reforms. The mission's nationwide rollout introduced updated teaching resources, teacher training programs, and regular assessments to track progress. Recent findings from national evaluations like ASER (2024) and PARAKH (2024) indicate measurable improvements in FLN outcomes across most regions.

Despite these strides, significant gaps persist. Over half of Grade 5 students still struggle to read texts suitable for Grade 2 with understanding. Variations in learning levels are stark, spanning states, districts, schools, and even classrooms. In many settings, 15-20% of students make minimal progress, with tribal-dominated districts recording some of the lowest average scores nationwide.

The ministry of education's decision to extend foundational learning efforts through NIPUN 2.0 for the next five years, and to expand the mission to Grade 5, marks a strategic move toward sustained progress.

Equity in Education

Addressing disparities should be the cornerstone of all educational strategies. Moving beyond average metrics, the focus must shift to elevating the performance of the lowest-performing students. Consistent reinforcement, targeted support, and periodic remedial programs can help close these gaps and create a more level playing field.

Inclusive Teaching Practices

Foundational education requires a shift from traditional, teacher-centered methods to student-centered approaches. TLPS 2025 advocates for interactive learning environments that prioritize children's engagement through dialogue, reasoning, and creative expression. This replaces rote repetition and passive copying with dynamic, participatory strategies.

Language Integration

Adopting a multilingual education model is vital for regions where local languages differ from the school's instructional medium. The NEP 2020 highlights that incorporating home languages fosters confidence and facilitates smoother transitions to school-based instruction. This approach ensures cultural relevance and enhances comprehension.

Teacher Development

Enhancing the quality of teacher training is a critical priority. A holistic, ongoing development strategy—combining workshops, blended learning modules, peer collaboration, and on-site mentorship—can sustainably improve classroom instruction. This requires structuring pre-service and in-service programs to align with modern pedagogical needs.

Administrative Leadership

Local education officials, such as district and block officers, must take a more active role in driving learning improvements. Their responsibilities should include both administrative oversight and direct engagement with teaching practices. This demands redefining their roles and equipping them with the skills to lead educational transformation.

Multi-Grade Instruction

Implementing multi-grade teaching strategies is crucial given that nearly 70% of government primary schools already employ one teacher to instruct multiple grades. These strategies optimize resource use and ensure cohesive learning experiences, fostering better understanding and retention across diverse student needs.
