Xi framed his proposals against a wider picture of international uncertainty, arguing that the world is undergoing major change as countries of the Global South gain influence and a multipolar order becomes more pronounced. At the same time, he warned that unilateral action, power politics and weakening confidence in the existing international system are adding to deficits in peace, security and governance.

For BRICS, Xi’s message combined security concerns with calls for cooperation on artificial intelligence, supply chains and reform of global institutions. He said the grouping should not simply react to crises, but help shape a fairer and more stable international environment.

Focus on a political path in West Asia

The evolving situation in the Middle East and Gulf region was at the centre of Xi’s security remarks. He said the region’s conflicts had brought serious costs and urged all sides to pursue de-escalation, halt fighting and create conditions for lasting peace.

“The situation in the Middle East and the Gulf region continues to evolve in a complex manner…I put forward four proposals for maintaining and promoting peace and stability in the Middle East, aiming to call for de-escalation, an end to the conflict, and the promotion of peace,” Xi said.

His first emphasis was on political engagement. Xi said relevant parties should work towards a permanent and comprehensive ceasefire rather than accept temporary reductions in violence as a substitute for a durable settlement. He also stressed the need to confront the underlying drivers of conflict, rebuild trust among regional states and develop a new security framework for the region.

The appeal reflects the difficulty of resolving conflicts that involve competing security interests, long-standing political grievances and wider geopolitical rivalries. A ceasefire may reduce immediate civilian suffering, but Xi argued that sustainable stability also depends on restoring communication and confidence between governments across the region.

Palestinian question remains central

Xi again placed the Palestinian issue at the heart of the wider Middle East crisis. He said a meaningful resolution requires implementation of the two-state solution, with Israel and Palestine able to coexist peacefully.

“The Palestinian question has always been the core of the Middle East issue”, Xi said, adding that its fundamental resolution lies in the “two-state solution” and peaceful coexistence between Israel and Palestine.

The two-state framework remains a central reference point in international diplomacy, even as prospects for implementing it have faced repeated setbacks. Xi said China would work with fellow BRICS members in support of peace and tranquillity in the Middle East.

He also urged BRICS countries to uphold a shared approach to security, oppose violations of national sovereignty and reject interference in other states’ domestic affairs. His remarks linked regional tensions to his broader criticism of a global order he said is being strained by the erosion of post-war principles and failure to respect the UN Charter.

“The Brics countries should stand firm, uphold justice and strive to eliminate conflict and maintain peace,” Xi said.

Artificial intelligence and industrial cooperation

Beyond diplomacy and conflict prevention, Xi highlighted technological change as a major priority for BRICS. He said the current wave of innovation, particularly the rapid development of artificial intelligence, is reshaping economies and patterns of global development.

Xi urged member states to cooperate more closely on AI, support open-source approaches and encourage broader sharing of technological gains. The aim, he said, should be to turn cooperation into practical results rather than allow advanced technologies to deepen divides between countries.

“Brics countries must firmly grasp the initiative, strengthen cooperation in AI, encourage open source and open sharing, and promote pragmatic cooperation to new heights,” Xi said.

He proposed a BRICS initiative on artificial intelligence for new industrialisation and said China was prepared to expand research and development links with other members. He also called for deeper collaboration across industrial and supply chains, an area that has become increasingly important as governments seek reliable access to critical technologies, materials and manufacturing capacity.

For developing and emerging economies, the debate is not only about adopting AI tools but also about the ability to participate in research, production and rule-making. Xi’s remarks presented BRICS cooperation as a way to increase members’ role in those processes.

Call for changes to global governance

Xi also argued that BRICS should contribute to reforming international governance arrangements. He called for support for a multilateral trading system centred on the World Trade Organization, while urging members to promote WTO reform and resist protectionist measures.

“They should support the multilateral trading system with the World Trade Organization at its core, promote WTO reform, oppose the abuse of tariffs, and resist all forms of protectionism,” Xi said.

The comments underline a wider BRICS objective: increasing the voice of developing countries in institutions that influence trade, finance, technology and security. Xi described the group as needing to act on several fronts at once—defending peace, advancing innovation, improving global governance and encouraging exchanges among different civilisations.

His address positioned BRICS as a forum that can combine political coordination with economic and technological cooperation. Whether its members can translate these shared ambitions into coordinated action will depend on how they manage their differing national interests, but Xi’s proposals made clear that China sees the grouping as an increasingly important platform in a changing global order.
