Greater Noida West witnessed a tragic incident on Saturday when a 46-year-old man, Ravindra Chawla, lost his life after being struck by a piece of falling plaster from a high-rise building while cycling on his motorcycle. The accident, which left Chawla critically injured, occurred near his residence in Sector 1's Ambar by Arihant Society, according to police reports. The victim’s head collided with an aluminium mesh installed in a building shaft, leading to severe trauma and ultimately his death.

Investigation and Immediate Aftermath

The police confirmed that Chawla was pronounced dead upon arrival at Yatharth Hospital. An officer involved in the investigation explained that the sudden impact caused him to lose control of his bike, resulting in the collision. “He wasn’t wearing a helmet, which likely exacerbated the injury,” the officer noted, highlighting the importance of safety gear in such incidents. The maintenance supervisor of the apartment complex has been detained for further inquiry, as the incident is under scrutiny for possible negligence.

Ongoing Maintenance Issues and Responsibility Debate

Days prior to the tragedy, the Ambar by Arihant Apartment Owners’ Association (AOA) had raised concerns about the plaster’s condition with the district administration and the builder. Builder Kaushal Jain of Citycon Buildwell stated that structural safety is the builder’s responsibility, while routine maintenance falls under the AOA’s jurisdiction. “Once the society is handed over, we focus on internal upkeep, not the exterior,” Jain explained, emphasizing the division of duties.

Ambar by Arihant, a 19-floor residential complex in Sector 1, Greater Noida West, was completed in December 2019 and houses 628 families. The AOA had initially managed maintenance for two years before transferring control in 2023 following an election. Tushar Jyoti Panda, the current AOA president, revealed that the society had flagged the plaster issue in 2022, prompting the builder to agree to repairs. However, maintenance efforts stalled for eight months, with the builder repeatedly offering excuses, according to Panda.

Community Response and Local Impact

The incident has sparked a wave of concern among residents of Greater Noida West. Local residents, including Amit Gupta, have expressed solidarity with Chawla’s family, who have been renting in the society for three years. “This tragedy has shaken the community, and we’ve raised funds to support the family,” Gupta shared. The area, known for its rapid urban development, now faces questions about infrastructure safety and maintenance standards.

Authorities have opened a case against the builder under Section 106 of the BNS (Building and Other Construction Workers’ Act), which addresses cases of negligence leading to death. Jitendra Kumar, assistant commissioner of police at Bisrakh police station, confirmed the legal proceedings. Meanwhile, Sub-Divisional Magistrate Anuj Nehra of Dadri, who was initially unaware of the issue, has pledged to review the case and investigate further.

Greater Noida West’s incident underscores the need for better coordination between builders and apartment associations to ensure safety measures are consistently maintained.
