Context of Previous Appointments
Previously, the Chancellor’s office had initiated the process for appointing six vice chancellors on May 20 and four more on June 3, with the initial deadline for applications being June 30. In parallel, the Governor-cum-Chancellor’s secretariat had launched the selection of 14 pro-vice chancellors on June 3, setting the last date for submissions at July 1. The extension of the deadline now aligns these two processes under a unified timeline, creating a more streamlined approach to filling academic leadership positions.
With the revised deadline, the formation of search committees and the subsequent shortlisting procedures will begin after July 21. This change also introduces a new policy: government nominees for these committees will now be distinct from those appointed in earlier rounds. The goal is to avoid repetition of previous selections, ensuring a fresh evaluation of candidates for the top roles in Bihar’s universities.
“This time, 24 positions of VC and Pro-VC will be filled in one go, which is the largest in recent years. Even in 2013, when the Supreme Court had quashed the appointment of all VCs after a long judicial battle triggered by serious controversies, so many vacancies had not emerged. So, this is a big opportunity to have capable persons at the helm to improve higher education,” said a Chancellor’s Secretariat official.

The delayed process for pro-vice chancellor appointments had been a point of concern for several years. The secretariat canceled earlier advertisements for Magadh University (Bodh Gaya), Veer Kunwar Singh University (Ara), and TM Bhagalpur University, issued during the previous administration, and released new notifications despite the completion of interaction processes for those institutions. This step reflects a proactive effort to standardize the selection criteria and address previous shortcomings in the appointment procedures.
Notably, the cancellation of these older ads comes as the three universities had transitioned to ad hoc arrangements months ago. For the remaining institutions, the Chancellor’s office has initiated the appointment process well in advance to eliminate the reliance on interim setups in the future.
