The AUCT has reiterated that the Punjab government formalized the UGC Regulations, 2010, through a July 30, 2013, notification. These rules stipulate that principals in affiliated colleges are limited to a maximum of 10 years in office, after which they must return to their home institutions as professors. However, in Ludhiana, several principals have remained in their roles beyond this cap, receiving full salaries and benefits associated with leadership positions. This has led to growing frustration among teaching staff and students, who argue that the system is not being followed.

“The regulations are clear: principals in Ludhiana should step down after 10 years. Yet, we are witnessing a pattern of stagnation, with some leaders holding office for over 15 years,” stated AUCT president Tarun Ghai. “This undermines merit and creates a culture of entrenchment.”
