Leadership in Bastar’s Anti-Maoist Operations

Pattilingam’s tenure in Bastar began in 2003, when he was posted to the region as a junior officer. Over the course of 12 years, he transitioned from a field officer to the head of the local police force, spearheading a coordinated strategy to counter Maoist activities. His leadership was critical in transforming Bastar into a stronghold of security, as Maoist presence in the region began to wane significantly. The Union Home Ministry’s decision to transfer him to the NIA reflects the recognition of his strategic acumen in this fight.

Under Pattilingam’s direction, the Bastar districts—Kanker, Sukma, Bijapur, Dantewada, Narayanpur, and Kondagaon—became focal points of the government’s counter-insurgency campaign. His operations targeted Maoist strongholds, disrupting supply lines and reducing their capacity to launch attacks. By March of this year, the last districts affected by Maoist insurgency in Bastar were Bijapur and Sukma, along with West Singhbhum in Jharkhand. This success was attributed to Pattilingam’s ability to blend military precision with community engagement, a hallmark of his approach.

A Legacy of Tactical Innovation

Before his appointment to the NIA, Pattilingam’s career was defined by his work in Chhattisgarh, where he became a symbol of the government’s success against Left-wing extremism. He was one of the first officers to complete advanced combat training at the Counter-Insurgency and Jungle Warfare School (CJWS), established in Kanker in 2005. This specialized training equipped him to lead operations in challenging terrain and against guerrilla tactics, which were crucial for dismantling Maoist networks in Bastar.

Pattilingam’s strategies emphasized intelligence gathering and proactive measures, ensuring that the Maoists could not regroup after each operation. He also worked closely with local communities, fostering trust and encouraging informants to provide critical intelligence. This combination of fieldwork and strategic planning helped achieve a lasting impact in the region. His contributions were instrumental in the government’s declaration of India being Maoist-free, a milestone that highlights his role in national security.

Despite the victory, the Maoists remain active in certain pockets. The latest report indicates that Maoist Central Committee leader Misir Besra is still hiding in the Saranda forest in West Singhbhum, a district that remains under Maoist control. Pattilingam’s efforts have significantly reduced their operational reach, but the challenge of complete eradication persists. His transfer to the NIA is seen as a strategic move to leverage his experience on a larger scale.

As the NIA IG, Pattilingam will now focus on addressing remaining threats across the country. His role will involve coordinating investigations into Maoist activities, tracking their financial networks, and ensuring that their resurgence is prevented. The agency is expected to benefit from his leadership in both intelligence and operational domains, given his proven track record in Bastar. His appointment also signals a continued commitment to combating insurgency through a combination of military force and community collaboration.
