BJP Still Requires Additional MPs to Secure Key Legislative Approvals

BJP still needs more MPs to pass – The National Democratic Alliance (NDA), led by the Bhartiya Janata Party, has secured 314 parliamentary seats following the addition of 20 TMC lawmakers to the Nationalist Citizens Party of India. With this development, attention is shifting to two major legislative initiatives central to the current government’s agenda.

Proposals for Lok Sabha Expansion and Delimitation Reforms

Analysts suggest the Modi administration may soon reintroduce legislation aimed at expanding the Lok Sabha’s membership from 543 to 815 seats. This would be based on the 2011 census data, triggering a delimitation process to reallocate electoral boundaries. Another focal point is a pending bill for simultaneous elections, which seeks to synchronize voting cycles across state and national polls.

However, achieving the necessary two-thirds majority in both parliamentary houses remains a challenge. In the Lok Sabha, the NDA is currently 46 seats short of the 360 threshold required for constitutional amendments, despite having 540 lawmakers with three vacancies.

Constitutional Thresholds and Strategic Gaps

Article 368 of the Constitution mandates that amendments must secure a majority of the total membership in each house and a two-thirds majority of those present and voting. While the NDA can meet the first criterion, it faces hurdles in fulfilling the second, particularly in the Lok Sabha.

In the Rajya Sabha, the NDA holds 148 seats. It could gain up to 155 seats after upcoming biennial elections and by-elections in West Bengal, following the resignation of three TMC lawmakers. Still, the alliance needs support from the BJD (5 MPs) and YSR Congress (7 MPs) to surpass the 164-seat majority required.

“A rattled central Home Minister—who is a blot on the dignity of that office once held by Sardar Patel—has brazenly dragged Indian democracy to new lows. He has hatched a conspiracy to illegally engineer the defection of 20 TMC MPs and orchestrate their complete, utterly dubious merger with a political entity that hardly anyone has even heard of.”

Jairam Ramesh, a Congress leader, criticized Amit Shah, accusing him of undermining constitutional values through a strategy to secure a two-thirds majority. He warned that this approach could erode the credibility of the government’s actions.

The DMK, which has 22 Lok Sabha MPs, could further narrow the gap if it joins the NDA. However, the party has remained steadfastly opposed to the delimitation bill, which favors northern states by increasing their seat counts while maintaining existing ratios.

“The DMK is in principle opposed to the delimitation bill in its present format. We have to see what are the changes,” stated A Raja, a former telecom minister and DMK representative.

Internal deliberations within the DMK are ongoing, with the party’s leadership signaling openness to revisiting its stance. If the DMK’s support is secured, it could add 24 seats to the NDA’s tally, though the process will not be swift.
