Resolving the Dual-Management Challenge
For years, passengers faced confusion due to the dual-management system that divided responsibilities between Central Railway and CIDCO. While the railway handled train operations, CIDCO maintained station infrastructure. This arrangement often resulted in delayed repairs and inconsistent passenger amenities. Although CIDCO initially constructed these facilities under an agreement with Indian Railways, the corporation retained control after that pact ended in 2008.
“The major works and passenger facilities that needed to be provided were not being delivered. Whenever we approached the Railways, we were told that the stations were under CIDCO’s control. CIDCO, in turn, would say that the agreement with the Railways had not been completed,” Thane MP Naresh Mhaske explained.
Mhaske consistently raised this issue with Union railway minister Ashwini Vaishnaw. After a collaborative meeting at Central Railway headquarters on May 15, officials established a six-month timeline for the complete handover process.
“While the Railways is being modernised in such a comprehensive manner, Vashi and Navi Mumbai railway stations were not seeing the same kind of modernisation,” Mhaske noted.
Staged Transfer Implementation
The handover began on June 22 with Targhar, Bamandongri, and Kharkopar stations. The second phase transferred fourteen additional locations: Vashi, Sanpada, Juinagar, Nerul, Seawoods-Darave, Belapur, Airoli, Rabale, Ghansoli, Koparkhairane, Turbhe, Khandeshwar, Mansarovar, and Kharghar.
According to Mhaske, the transfer pace slowed after the initial three stations changed hands. This prompted another discussion with the railway minister, leading to a directive for immediate full-system takeover by the Railways.
“Ashwini Vaishnav directed that the Railways should immediately take over the entire system and undertake all these works itself,” Mhaske stated.
Modernization and Commercial Transition Timeline
With Central Railway now managing operations, station modernization takes priority. Key improvements include enhanced seating, upgraded toilet facilities, and strategic escalator installations where needed.
The commercial rights transition officially begins on October 16. CIDCO must submit all relevant agreement documentation to CR by October 15, while land planning activities should conclude by September 30. Current CIDCO contracts covering housekeeping services, pay-and-use restrooms, and dewatering pumps remain valid through September 30, with CR assuming these responsibilities on October 1. Additional arrangements including land leases, water supply, electricity connections, and sewage infrastructure are anticipated to finalize by October 31.
